Japanese: Expressing desire in the third person.

Use ほしがっている to express "to want" in the third person.

お姉さんは車をほしがっています。Her sister wants a car.
インコはバナナをほしがっている。The parrot wants a banana.

To express things other people want to do, conjugate verbs to the plain past form and tack ~がっている.

いつも韓国ドラマを見たがっている。She always wants to watch Kdramas.
彼は彼女に車を買ったがっています。He wants to buy his girlfriend a car.
